Script provided by Dynamic Drive.

Step 1:

Open a new image 600 x 600 pixels. Flood fill with white.
Copy and paste your frame as a new layer. Use your selection tool set to rectangle and draw a rectangle in the top left dark box. Press delete on your keyboard to delete the other lines inside that rectangle so that it looks like the image below.

Go to image Resize and resize your frame layer by 65%, making sure Bicubic is selected and resize all layers is UNchecked.
Add the following Drop Shadow
Vertical & Horizontal = 1
Opcity = 50
Blur = 2
Colour = black

Repeat but change the Vertical & Horizontal to -1.

Step 2:

Click on your background layer to activate it and add a new Raster layer.
Using your selection tool set to rectangle, draw a rectangle that is just inside the edges of the frame layer.
Set your foreground to #FDEBE1 and your background to #F5BDA4 and apply Muras Clouds with the following settings.

DO NOT Deselect.
Add a new raster layer and copy and paste your tube into Selection.
While still selected go to Toadies What Are You? with settings at 12 and apply. Deselect.
Hide the white layer and the Frame layer and merge all Visible. Lower the opacity to between 30 and 40, depending on what you prefer and unhide the other layers.
Make sure you are working on your frame layer. Select your Magic Wand, Tolerance and Feather 0 and click inside the top right hand rectangle. Selections, Modify, Expand by 5.
Maximise your tube and mirror it. Edit, Copy and paste as a new layer on your canvas. Position it so that you have the part of the tube that you want showing in the rectangle. Selections, Invert and press delete on your keyboard. Move this layer below your Frame layer. Lower the opacity to about 60.
Repeat this for the bottom left rectangle, using a different part of the tube.
Hide the background layer and merge all visible.

Step 3:

Set your Foreground and Background to #62504D. Select your plain font, vector checked. Size depends on what font you use. Type your saying so that it is just shorter than the frame.
I typed "Meow.....I've been such a bad kitty". Convert to raster layer.
Duplicate this layer and go to Image, Rotate left 90 degrees, making sure ALL layers is UNchecked. Position it. Layers Duplicate then go to Image Flip, Image Mirror.
Add the following Drop Shadow
Vertical & Horizontal = 1
Opcity = 50
Blur = 2
Colour = black

Hide the background layer and merge all visible.

Step 4:

Click on your frame layer to activate it and then copy and paste your tube as a new layer. Resize if needed and add the following Drop Shadow.
Vertical & Horizontal = 5
Opcity = 50
Blur = 8
Colour = black

Add the artists copyright and your watermark.
Using the same font you used for your saying around the edge, type your name and fit it into the top left rectangle. Use your nodes to fit it into position.
Add the following Drop Shadow.
Vertical & Horizontal = 1
Opcity = 50
Blur = 2
Colour = black

Hide the background layer and merge all visible.
With the background still hidden use your crop tool to crop to size.
Unhide the background layer and merge all Visible. Resize as neccessary.
Add the artists copyright and your watermark and save as a .jpg.
