For this tutorial you will need
Paint Shop Pro
Metallic Silver Gradient
This gradient comes with PSP but I have supplied it for those versions of PSP that do not have it.
Download HERE and place in your psp Gradients folder.
A Font of your choice
An Image of your Choice.
I am using the art of Suzanne Woolcott. You can purchase a license to use her work from Gorjuss Art.
Ok we are ready to start.

Step 1:
Open the image you wish to use in PSP and resize by going to Image - Rezize. I resized mine by 59% making sure ALL layers is checked.
Experiment with your image as the resizing will depend on the original size of your image.
Once you are happy with the size of your image go to Image - Add Border (a box will come up saying it has to be flattened into a single layer - Select ok) - Set as 1 pixel in black - symmetrical box ticked.
Add another border but this time set it to 2 pixels in white.
Select this border with your Magic Wand - Tolerance and Feather: 0 - and flood fill the selection with the Metallic Silver Gradient.
Deselect.
Add another 1 pixel border in black.
Add another border of 2 pixels in white, again selecting with your Magic Wand and flood filling it with the Metallic Silver Gradient.
Go to Selections - Select All - Selections - Modify - Contract by 6.
Go to Effects - 3D Effects - Cutout - with the following settings:
Offset: Vertical & Horizontal: 0 - Attributes: Opacity: 100 - Blur: 10 - Colour: Black.
Go to Selections - Invert - Effects - 3D Effects - Inner Bevel with the settings shown below:
Go to Edit - Copy and copy this framed image.
Step 2:
Open a new Image 600 x 600 and flood fill with white - I know it is big but we will crop it later.
Go to Edit - Paste and paste the copied image onto this canvas as a new Layer.
In the Layer Palette right click on the framed image layer and choose Duplicate.
Move the duplicate image below the original image on the layer palette.
We are going to resize the duplicate image by going to Image - Resize with the following settings:
Width and Height: 122% - Resample using: Smart Size - All Layers UNchecked.
On this resized duplicate layer go to Adjust - Blur - Gaussian Blur - Radius: 10
In the layer palette activate the top image layer again. Right click and choose Duplicate.
Move this duplicate down so it is under your other image layers and just above the white background layer.
On this duplicated layer go to Image - Resize with the following settings:
Width and Height: 142% - Resample using: Smart Size - All Layers UNchecked.
On this resized duplicate layer go to Adjust - Blur - Gaussian Blur - Radius: 10
On this bottom image layer go to Effects - Texture Effects - Blinds with the following settings:
Repeat the above blinds instructions, except UN tick the horizontal box.
Step 3:
For the silver rivets make sure you are working on the top image layer and activate your Preset Shapes tool set to Ellipse with the following settings:
Foreground: Null - Background: Metallic Silver Gradient - Set on the Radial setting to give the starburst type effect - Angle and
Repeat: 0 - Line Width: 0
Draw out a small rivet - see my tag for guide.
Position in the top left corner and convert to Raster layer.
Duplicate the rivet and go to Image - Mirror.
In the Layer palette right click on the copy of Rivet layer and choose Merge Down.
Duplicate this merged layer and go to Image - Flip.
In the Layer palette right click on the copy of the merged Rivet layer and choose Merge Down.
All our rivets will now be on the same layer.
Add the following Drop Shadow
Vertical = 2
Horizontal = 2
Opacity = 50
Blur = 5
Colour = Black
Step 4:
For the outline silver frame select your Preset Shapes again, this time set on Rectangle with the following settings:
Foreground: Metallic Silver Gradient set on Linear - Background: Null - Angle and Repeat: 0 - Line Width: 2
Draw out a rectangle around your rivets.
Once you are happy with the size go to Objects - Align - Center in Canvas and convert to Raster layer.
I choose not to add a Drop Shadow to the frame but the choice is yours. If you wish to you can add the same Drop Shadow we used on the rivets.
Add your name using a font of your choice and all copyright details.
Hide the white background layer and activate your Crop Tool. In the toolbar select Merged Opaque option and crop.
Unhide the white background layer and save.
