This was written for psp 9 but will work in other versions.
For this tutorial you will need
Paint Shop Pro
Masks by Vix
Available from Vix's site Here.
Thanks Vix. Scroll down and download the sets that include Masks 13 and 48.
Open them in PSP.
Font of your choice.
I used Feena Casual which is available Here.
A tube of your choice.
I am using the wonderfully cute art of Cuddly Rigor Mortis.
You can purchase a license to use this work from CILM.
Ok we are ready to start.

Step 1:
Open a new transparent image 600 x 600 and flood fill with white.
Add a new Raster layer and fill with a light colour from your tube. Iused #B2E3FF.
Go to Layers - New Mask Layer - From Image and in the drop down bar find Vix_Mask13.jpg.
Source Luminence checked everythimg else UNchecked.
Delete the mask layer in the layer palette and choose Yes in the pop up box then Merge Group.
Add a new Raster layer and fill with red. I used #D50E0E.
Go to Layers - New Mask Layer - From Image and in the drop down bar find Vix_Mask48.jpg.
Source Luminence checked everythimg else UNchecked.
Delete the mask layer in the layer palette and choose Yes in the pop up box then Merge Group.
Copy and paste your tube as a new layer and resize if needed.
Add the following Drop Shadow
Vertical = 0
Horizontal = 0
Opacity = 70
Blur = 10
Colour = Black
Step 2:
Select your Preset Shapes set to Ellipse.
Set your Line Width to 1, Background Null, Foreground any colour as we will be deleting it later.
Draw an Ellipse around your image.
Go to Image - Canvas Size and increase the canvas size to 700 x 700.
Now add a new raster layer and select your Text tool.
Set your Foreground to Black and your Background to the red you used for your small hearts layer.
Select your font, I used Feena Casual Size 72.
Move your cursor over the top of the Ellipse until you see an A with a curve under it.
Click and type your text. I used "Love Sucks".
Go to Objects - Align - Center in Canvas and then convert the text to a raster layer.
Add the following Drop Shadow
Vertical = 0
Horizontal = 2
Opacity = 56
Blur = 2
Colour = Black
If you want you can use your Mover tool to move it up or down slightly.
Activate your Vector Ellipse layer and go to Image - Mirror.
Add a new Raster layer and select your Text tool again.
Change your Foreground to a darker colour from the tube - I used #408DE6 and your Background to a lighter colour - I used #B9E4FE.
Move your cursor over the bottom center of the ellipse until you see an A with a curve under it.
Click and type your text. I used "so get on your knees and love me!".
Go to Objects - Align - Center in Canvas and then convert the text to a raster layer.
Add the following Drop Shadow
Vertical = 0
Horizontal = 2
Opacity = 56
Blur = 2
Colour = Black
If you want you can use your Mover tool to move it up or down slightly.
You can now delete the Vector Ellipse layer.
Step 3:
Hide your white background layer and crop to size. Unhide the layer again afterwards.
Resize your tag. I resized mine by 70% Bicubic and ALL layers selected.
Select your Text tool again.
Set your Foreground to Black and your Background to a colour of choice from your tube.
Select your font, I used Feena Casual Size72 and add your name.
Go to Objects - Align - Center in Canvas and then convert the text to a raster layer.
Add the following Drop Shadow
Vertical = 0
Horizontal = 2
Opacity = 56
Blur = 2
Colour = Black
Add the artists copyright and your watermark.
