For this tutorial you will need
Paint Shop Pro
Eye Candy 4000 - HSB Noise
Xero - Porcelain
A Font of your choice
I used Epcot Center for the copyright which is a pay font so I cannot supply.
I used Honeyscript Light for the name which you can download HERE.
An Image of your choice.
I used the wonderful artwork is by Deacon Black, and it is used under licence. To use his work, it must be purchased from CILM.
Ok we are ready to start.

Step 1:
Open a new 600 x 500 transparent image and flood fill with white.
Select the image you want to use and go to Edit - Copy then minimise it.
Set your foreground colour to one from your image and your background to null. The background colour palette will now have a 'no entry' type sign in the box.
Go to your Preset Shapes and select the Ellipse with the following settings.
Anti Alias and Create as Vector ticked - Line style set at Solid - Line width set at 4.00.
Using the above tag as guidance, draw out the ellipse.
When you are happy with the size click on Objects - Align - Centre in Canvas.
Convert to a raster layer.
Using your Magic Wand click inside the Ellipse. Then go to Selections - Modify - Expand - Set the figure at 3. This makes sure the image fits and looks the best.
Now to insert your chosen image. Go to Edit - Paste - Paste as new Layer.
Move the image around inside the ellipse until happy with the positioning.
Once happy, click on Selections - Invert then press the Delete key on the keyboard. This will get rid of any excess image outside of the ellipse.
Move the image layer beneath the ellipse layer and go to Selections - Select None.
While we are still on the image layer select your Xero Porcelain filter and apply with the default settings.
Now to create the blurred background effect.
Right click on your image layer in the layer palette and select Duplicate.
On your original image layer go to Image - Resize and set the width at 650 pixels. This will give a layer slightly overlapping the newly duplicated one.
On this resized layer go to Adjust - Blur - Gaussian Blur on a radius setting of: 10.
This will give you a nice blurred effect background.
Back to the ellipse layer. Go to Effects - 3D Effects - Drop Shadow with the following settings.
Vertical and Horizontal = 2
Opacity = 50
Blur = 2
Colour = Black
Repeat Drop Shadow.
Step 2:
To create the smaller circles, do the same as you did for the main ellipse, but with a line width of: 2.00.
Also apply Xero Porcelain to the image as you did with the main one, in each of the smaller ellipses.
For the smaller solid silver circles, I again used the Preset Ellipse shape with a Line width of: 0.00.
Set the background colour to Metallic Silver gradient. Style: Radius (last one of the four options)which gives the starburst type effect.
Draw out a circle to the size you want - use my tag as guidance.
Once happy with the size of the circle convert to a raster layer.
On this newly created smaller circle apply the following Drop Shadow
Vertical and Horizontal = 2
Opacity = 50
Blur = 5
Colour = Black
Now duplicate this layer 4 times for a total of 5 circles and move them to the position wanted.
For ease of animating these circles, x out all the layers except the circles and go to Layers - Merge -Merge Visible.
Un-x the layers by going to Layers - View - All.
Add your name, watermark and all appropriate copyright details.
I curved the copyright details around the ellipse.
To do this select your Preset Shapes on ellipse with foreground set to a colour dark enough so as you can see it - background: null.
This is so we only get the outline. Set the Line width to: 1.00.
DO NOT convert to raster.
With your text tool set to a small font - I used Epcot size:8 - hover the cursor over the outline until you see a capital 'A' on an angle.
Once you see this type in your copyright details. You'll see it curving around the ellipse.
Once finished, click on the little '+' sign next to the vector layer and click on the eye symbol next to Ellipse.
This will get rid of the outline shape, leaving you with just the text curving around the original ellipse.
Convert to a raster layer.
You could either leave it as a static tag and save it now or animate the smaller silver circles as I have.
Step 3: Animation
On your smaller silver circles layer go to Effects - Eye Candy HSB noise filter and click on OK with the default settings.
Go to Edit - Copy merged.
Now over to Animation Shop.
Right click the mouse and select Paste as New Animation.
Back to PSP.
Go to Edit - Undo. This will get rid of the HSB effect.
Apply the HSB noise again and click on the Random Seed button. Click on OK.
Go to Edit - Copy merged.
Back to Animation Shop.
Go to Edit - Paste - After Current Frame.
Back to PSP.
Undo the HSB effect again and apply the HSB effect again pressing the Random Seed button once more.
Go to Edit - Copy merged.
Back to Animation Shop.
Go to Edit - Paste - After Current Frame.
To View the animation click on View - Animation.
Save your finished tag!
