For this tutorial you will need
Paint Shop Pro
A Font of your choice
I used Epcot Center which is a pay font so I cannot supply.
An Image of your Choice.
I am using the excellent artwork of Darren Hiles. You can purchase a license to use his
work from Darren Hiles Image Licensing.
Ok we are ready to start.

Step 1:
Open a new canvas 600x500 and flood fill with white.
Select an image of choice. Go to Image - Add Border - Colour: black - Size: 1 and Symmetric ticked.
Add another border, this time with Colour: white - Size:4 and Symmetric still ticked.
Lastly, add another thin black border. Size:1 and Symmetric still ticked.
Copy and paste this newly bordered image on to your new blank canvas. Resize if Necessary.
Select your Preset Shapes and select the ellipse.
Set your Foreground to a Gold Gradient and your Background to Null.
Line Width: 5 - Retain style Unticked - Anti-alias and Create as Vector both ticked.
Draw out the Ellipse - see above tag for guide as to size (the inner ellipse).
Go to Objects - Align - Center in Canvas and then convert to Raster layer.
With your Magic Wand click inside the ellipse.
Go to Selections - Modify - Expand by 4 then copy and paste your image as a new layer.
Use your mover tool to position the image to your liking then go to Selections - Invert - Delete. This will get rid of any excess image outside of the ellipse.
Selections - Select none.
Move this layer beneath your gold ellipse layer then in the layer palette click on the top gold ellipse layer and choose Merge Down.
This will merge your image with the gold-rimmed ellipse.
Duplicate this newly merged layer.
On the bottom of the two merged layers go to Image - Resize - see tag for guide.
I resized to a width of 670, experiment until you're happy.
On this resized bottom image layer Go to Effects - Texture Effects- Blinds - Width: 2 - Opacity: 30 - Colour: White - Horizontal selected. Click on ok.
Repeat this, but with Horizontal UNticked. Click on ok again.
Now to add a little noise effect. Go to Adjust - Add/Remove Noise - Add Noise - Uniform: selected - Noise: 10% - Monochrome UNselected.
Step 2:
Back to your Preset Shapes. This time select the Rectangle - Width: 2 - Foreground: Metallic silver - Background: Null.
Draw out a vertical bar, see tag for guide.
Go to Object - Align - Vertical Center in Canvas and convert to raster layer.
Click inside your rectangle with your magic wand.
Go to Selections - Modify - Expand by 2.
Add a New Raster layer and flood fill this with a light colour from your image. I used #B3C2D9.
Selections - Select none.
Move the fill layer beneath your silver rectangle layer.
Now on the fill layer go to Effects - Texture Effects - Weave. Gap size: 2 - Width: 5 - Opacity: 10 - Weave colour: white - Fill gaps: ticked.
Reduce the opacity of this layer to 50.
In the layer palette hide all layers apart from reduced opacity fill layer and the silver vertical rectangle and merge those visible.
This will allow you to move the vertical bar, with its coloured part where you want it.
Unhide all layers.
Duplicate the Vertical Rectangle layer and select Image - Mirror so that you have one vertical layer each side of the ellipse.
Step 3:
Activate your main image layer.
Now go to your Preset Shapes with the following settings.
Background colour: metallic silver - Foreground: null and use the Rectangle to create a horizontal bar. See tag for guide as to size.
Go to Objects - Align - Center in Canvas and convert to Raster layer.
Activate the top layer and stay with your Preset Shapes, this time set on Ellipse - Line Width: 2 - Foreground: metallic silver - Background: null.
Draw out a small circle in the middle of the main circle.
Go to Objects - Align - Center in Canvas and convert to Raster layer.
Select your main mage layer.
Go to Adjust - Blur - Gaussian blur - Radius: 20.00.
Add your name and the artists copyright details and save.
