For this tutorial you will need

Paint Shop Pro
Animation Shop

The Following Colour Charts.
Left click and when they open right click then save as, then open in PSP.

Hair Colour Charts
You only need to save the colour you want for the hair on your girl.

Ok we are ready to start.
Get yourself a drink before we start.

Step 1:

We will be be making the girl shown above. The outlines below have been resized a lot so you can see them clearly.
The main outline in 2 parts, the face will be done separately. We will be starting with the main outline.
To make this easier I have numbered all pixels over 1.

Open a new image 200 x 200 transparent.
Select the brush tool with the following settings.
Size = 1
Hardness, Opacity and Density = 100
Zoom in to about 800% - 1000%
Set your foreground to colour 1 on the Hair colour chart of your choice - I used Brunette #846339 - and start by drawing one of the pig tails onto your canvas.
You can use your mover tool to move it later if you need to.
Once the hair is done use the colours on the main colour chart to continue the outline.

When you have drawn the 1st part of the outline as shown above continue with the outline shown below.
Her hair bands and pyjamas outlines are colour 3 on the main colour chart (#EE98B2) or a colour of your choice. The skin outline is colour 1 (#CA8368) on the main colour chart and the teddy outline is colour 5 (#A56318) on the main colour chart.

Step 2 Face

When all the outline is complete add a new raster layer so we can add the face.
Use the guide below.

For her eyebrows and nose use colour 1 (#CA8368) on your colour chart.
For the eyelashes use colour 5 (#000000) on your colour chart.
For the eye colour use two colours of your choice. I used colour 7 (#6190E3) and colour 8 (#3A5693) on your colour chart.
Add one white (#FFFFFF) pixel in each corner of the eyes.
For the bottom lip use colour 2 (#D36C7F) on your colour chart.
For the top lip use colour 3 (#E4909E) on your colour chart.
Change to colour 4 (#EAA9B4) on your colour chart and add one pixel underneath the bottom lip in the center.

Add a new raster layer.
Select your paint brush and colour 3 (#E4909E) on your colour chart.
Change the paintbrush size to 2 - shape round.
Click once on the face so you end up with the image shown below.

Go to Adjust - Blur - Gaussian Blur - 1.
Move this layer below the face layer. Duplicate and mirror.
Hide all layers except for the face and cheeks and merge those visible then hide the face layer while we work on the fills.

Step 3 Hair Fills

Select your magic wand with the following settings and click inside the Left Pig Tail.

Select colour 2 on your chosen Hair colour chart and flood fill this selection.
Keep selected.
Selections float, Effects 3D effects, Cutout with the following settings
Vertical= 0
Horizontal= 0
Opacity = 100
Blur = 5
Shadow colour = Use your Hair outline.
Make sure fill interior with colour is UNchecked.
Deselect.

REPEAT for the Right Pig Tail.

Select your magic wand with the same settings and click inside the left area of her hair.
Fill with colour 2 on the Hair colour chart.
Keep selected.
Selections float, Effects 3D effects, Cutout with the following settings
Vertical= 3
Horizontal= 1
Opacity = 80
Blur = 5
Shadow colour = Use your Hair outline.
Make sure fill interior with colour is UNchecked.
Deselect.

Select your magic wand with the same settings and click inside the right area of her hair.
Fill with colour 2 on the Hair colour chart.
Keep selected.
Selections float, Effects 3D effects, Cutout with the following settings
Vertical= 3
Horizontal= -1
Opacity = 80
Blur = 5
Shadow colour = Use your Hair outline.
Make sure fill interior with colour is UNchecked.
Deselect.

Step 4 Skin Fills

Select your magic wand with the same settings and click inside the face.
Fill with colour 2 (#FDE8E1)on the main colour chart.
Keep selected.
Selections float, Effects 3D effects, Cutout with the following settings
Vertical= 0
Horizontal= 0
Opacity = 40
Blur = 7
Shadow colour = Use your Body outline (#CA8368).
Make sure fill interior with colour is UNchecked.
Deselect.

Select your magic wand with the same settings and click inside the left hand.
Fill with colour 2 (#FDE8E1)on the main colour chart.
Keep selected.
Selections float, Effects 3D effects, Cutout with the following settings
Vertical= 0
Horizontal= 0
Opacity = 40
Blur = 5
Shadow colour = Use your Body outline (#CA8368).
Make sure fill interior with colour is UNchecked.
Deselect.

REPEAT for the Right Hand.

Select your magic wand with the same settings and click inside the neck area shown below.

Step 5 Pyjama Fills

Select your magic wand with the same settings and click inside the pyjama collar.
Fill with white.
Keep selected.
Selections float, Effects 3D effects, Cutout with the following settings
Vertical= 0
Horizontal= 0
Opacity = 60
Blur = 3
Shadow colour = Use your pyjama outline.(#EE98B2)
Make sure fill interior with colour is UNchecked.
Deselect.

Select your magic wand with the same settings and click inside the frill at the bottom of the pyjama top.
Fill with white.
Keep selected.
Selections float, Effects 3D effects, Cutout with the following settings
Vertical= 0
Horizontal= 0
Opacity = 60
Blur = 3
Shadow colour = Use your pyjama outline.(#EE98B2)
Make sure fill interior with colour is UNchecked.
Deselect.

Select your magic wand with the same settings and click inside the left hair band.
Fill with colour 4 on your colour chart (#F7CDDA)
Keep selected.
Selections float, Effects 3D effects, Cutout with the following settings
Vertical= 0
Horizontal= 0
Opacity = 60
Blur = 2
Shadow colour = Use your pyjama outline.(#EE98B2)
Make sure fill interior with colour is UNchecked.
Deselect.

REPEAT for the Right Hair band.

Select your magic wand with the same settings and click inside the pyjama top.
Fill with colour 4 on your colour chart (#F7CDDA)
Keep selected.
Selections float, Effects 3D effects, Cutout with the following settings
Vertical= 0
Horizontal= 0
Opacity = 100
Blur = 4
Shadow colour = Use your pyjama outline.(#EE98B2)
Make sure fill interior with colour is UNchecked.
Deselect.

Select your magic wand with the same settings and click inside the left pyjama leg.
Fill with colour 4 on your colour chart (#F7CDDA)
Keep selected.
Selections float, Effects 3D effects, Cutout with the following settings
Vertical= 0
Horizontal= 0
Opacity = 100
Blur = 4
Shadow colour = Use your pyjama outline.(#EE98B2)
Make sure fill interior with colour is UNchecked.
Deselect.

REPEAT for the right pyjama leg.

Select your magic wand with the same settings and click inside the left slipper.
Fill with colour 4 on your colour chart (#F7CDDA)
Keep selected.
Selections float, Effects 3D effects, Cutout with the following settings
Vertical= 0
Horizontal= 0
Opacity = 100
Blur = 5
Shadow colour = Use your slipper outline.(#EE98B2)
Make sure fill interior with colour is UNchecked.
Deselect.

REPEAT for the right slipper.

Step 6 Bear Fills

Select your magic wand with the same settings and click inside the bears head.
Fill with colour 6 on your colour chart (#DCA15C)
Keep selected.
Selections float, Effects 3D effects, Cutout with the following settings
Vertical= 0
Horizontal= 0
Opacity = 100
Blur = 5
Shadow colour = Use your bear outline.(#A56318)
Make sure fill interior with colour is UNchecked.
Deselect.

Select your magic wand with the same settings and click inside the bears body.
Fill with colour 6 on your colour chart (#DCA15C)
Keep selected.
Selections float, Effects 3D effects, Cutout with the following settings
Vertical= 0
Horizontal= 0
Opacity = 100
Blur = 6
Shadow colour = Use your bear outline.(#A56318)
Make sure fill interior with colour is UNchecked.
Deselect.

Unhide the face layer and merge all visible.
I also added a new layer and placed some random 1 pixel dots over the pyjamas. This is optional.

Save as a PSP file for later use or save as a .png. You can also copy and paste into Animation Shop and save as a .gif.
