For this tutorial you will need

Paint Shop Pro

Animation Shop

Eye Candy 5 Impact
OR Eye Candy 4000

Supplies needed
Hangers, Screws, a piece of String or Rope and Eyelets.
The screws and eyelets can be found on Dozi Baers site.

A Font of your choice

5 Images of your Choice.
I am using the wonderful art of Jo Lynch. You can purchase a license to use her work from CILM.

Ok we are ready to start.

Step 1:

Open a new 600 x 600 transparent image and flood fill with white.
Select one of your pictures as the main image, copy and paste this onto your new white canvas.
Select your Preset Shapes tool, and go for the rectangle. Set your Foreground to null, Background to metal steel.
Draw a thin diagonal rectangle to fit across the top of your image. Right click this layer and convert to a raster layer.

Apply the following Drop Shadow ('Image', '3d effects', 'drop shadow')
Vertical - 0
Horizontal - 0
Opacity - 80
Blur - 12
Colour - Black

Duplicate this layer, then go to 'image', 'flip'.

Still with the Rectangle Preset selected, draw a vertical to match the image. This time the background colour doesn't matter, as we will be using the chrome effect on it. Convert to raster layer again.
Select Eye Candy Impact, and go for the 'Chrome' option, 'Outside sky reflection' on the 'Settings' tab. (You can use the chrome in EC4000, though this has less options to choose from).
Apply the same Drop Shadow we used earlier.
Duplicate this layer, 'image', 'mirror'.

Step 2:

Now for the smaller images.
Set your Foreground colour to 'metal steel' and background to null.
With your preset shapes set on rectangle, and a line width of '2', draw out 4 smaller frames onto the main image. Position them where best suited to your images. Right click on the layer and convert to as raster layer.
Click on the inside of one of the smaller frames with your magic wand, so as you see the marching ants type effect. Select one of your images, copy it, and paste as a new layer.
Use the move tool to position the bit you want in the frame, when happy with your positioning, go to 'selections', 'invert' and then press 'delete' on the keyboard. Then 'selections', 'select none', that will get rid of the excess parts of the image that are outside of the frame.
Do the same 3 more times to create the remaining frames.

Step 3:

With your piece of string, rope, ribbon or whatever you decide to use, copy and paste this as a new layer in between the two images at the top, and the same with the bottom two images.
Colourise this as you see fit to fit in with your main image ('Adjust', 'Hue and Saturation', 'Colourise').
Add a drop shadow onto this connecting piece of string. Either erase any excess string, or hide the string layer behind the frame layers.
To create a look of the string being properly attached to the images, copy and paste one of the eyelets, reducing in size if necessary, then place that over the end of the string to give that connected look.

Step 4:

To make it look like it's hanging, take one of your hangers, resize as necessary, and place onto the top frame. Give this a Drop Shadow as before.
Duplicate and mirror this layer.
Now take one of your screws, and place it over one of the hangers, so as it looks like its screwing the hanger into a wall.
Add a Drop Shadow, duplicate and mirror this layer.

Another feature you could add, as I have done, is to put a screw in each corner.
Copy and paste a screw of choice, resize if necessary, and give it a drop shadow.
Place this in the left hand top corner. Duplicate this layer 'image','mirror'.
Duplicate that layer but this time 'image', 'flip' and finally duplicate this layer and 'image', 'mirror'.

Add your text of choice and watermark. Not forgetting all the copyright information for the images used.

Step 5: Animation

To get the frames of the small pictures to 'shimmer', I used the HSB noise option in EC4000.
Highlight each one in turn of your outer frame layers of the smaller images.
Select your EC4000, 'HSB Noise', and click 'ok'. (Do this to each of the 4 outer frames).
When you've completed that go to 'Edit', 'Copy Merged'.
Now open up your Animation Shop.
Right click your mouse and 'paste as a new animation'.
Now back into your PSP.
Use your 'Undo last command' icon (the left facing arrow) to backspace to where none of your frames has the HSB Noise effect.
Select your EC4000, 'HSB Noise' again, but this time, click on the 'Random Seed' button..then click on 'ok'.
Back to Animation Shop.
'Edit', 'Paste', 'After Current Frame'.
Now back to your PSP.
Use your 'Undo last command' icon again, to get back to no effects on the frames, and select your EC4000 again. Once again, click on the 'Random Seed' button again then 'ok'.
Back into Animation Shop.
'Edit', 'Paste', 'After Current Frame'.

Now click on 'View', 'Animation'.. and you should now see the animated version of your tag.
Click on 'File', 'Save As' and name your finished tag. Click 'Save', 'Next', 'Next', 'Next', Finish'
