This was written for psp 9 but will work in other versions.

For this tutorial you will need

2 Scrap Papers of your choice

Step 1:

Open a new transparent 700 x 700 pixel canvas.
Flood fill with white so we can see what we're working on.
Set your Foreground to null and your Background to black.
Select your Preset Shapes set to Ellipse with Vector and Anti Alias checked.
Draw out a small circle about 60 x 60 pixels.
Go to Objects - Align - Center in Canvas.

Go to Effects - Plugins - Mura Meisters - Copies.
Choose Encircle with the following settings


Step 2:

Set your Foreground to a scrap paper of your choice and the Background toNull.
Sset the line width to 30.
Draw out a large circle about 520 pixels by 520 pixels .
Go to Objects - Align - Center in Canvas and convert to raster layer.
Select your Magic Wand and click inside the center of the patterned circle.
Go to Selctions - Modify - Expand by 5 and activate the black layer.
Press delete on the keyboard.
This will remove any black area that shows in the circle.
Still on the black layer go to Selections - Select All - Float - Defloat.
Add a new raster layer and fill with a different scrap paper.
Deselect and delete the black layer.

Optional:

Select the top layer (the ring) and to go Selections - Select All - Float.
Then go to Effects - 3D Effects - Cutout with the following settings.
Set the colour to a slightly darker shade from your pattern.

If you want you can also add a small Drop Shadow to the ring layer. I used
Vertical = 0
Horizontal = 0
Opacity = 60
Blur = 3
Colour = Black.

End of Optional:

Delete the white background layer, merge visible and save.

You can get different looks by changing the size of your initial small circle and by using different settings in Muras for the numbers and Shift X and Shift Y.



Patterned Scalloped Frame:


If you want a cutout in your scallop then draw out a small circle about 100 x 100 pixels.
Go to Objects - Align - Center in Canvas.
Set your Background to a bright colour (it doesn't matter which as we won't see it).
Choose whichever Preset Shape you want. I am using a heart.
Draw out a small shape and position it towards the top of the circle and go to Objects - Align - Horizontal in Canvas.
Convert to raster layer.
Go to Selections - Select All - Float - Defloat.
Activate the circle layer and press delete on the keyboard.
You can now delete the coloured shape layer.

Go to Effects - Plugins - Mura Meisters - Copies.
Choose Encircle with the following settings


Continue from Step 2 shown above.
